21일 새벽 발생한 정부중앙청사 화재는 안전 불감증을 잘 보여준다. 정부는 1999년 7월 이곳에서 화재가 났으나 그동안 특별한 대책을 세우지 않은 채 방치했다가 8년여 만에 또다시 화를 불렀다. 하지만 이번에도 특별한 대책은 나오지 않고 있다.
■ 정부도 안전불감증=현재 청사에는 소화전, 옥내 소화기, 화재감지기, 경보장치가 등과 1층 일부에 스프링클러가 설치돼 있다.
최양식 행정자치부 제1차관은 21일 “방호원 등이 소화기로 진화를 시도한 뒤 119에 신고를 하는 등 초동대처는 제대로 됐다”며 “정밀안전진단을 통해 개선 대책을 마련하겠다”고 말했다. 최 차관은 이어, “1970년 청사 완공 당시에는 소방법에 스프링클러 설치 의무조항이 없어 스프링클러를 설치하지 않았다”며 “스프링클러를 설치하려면 건물 구조상 사무실 전체를 비우고 공사를 해야 하기 때문에 세종시로 청사를 이전하기 전에는 어렵다”고 해명했다. 따라서 현재는 화재가 나지 않도록 조심할 수밖에 없는 실정이다.
중앙청사는 99년 7월11일 4층 통일부 사무실에서 선풍기 과열로 불이 나, 사무실 하나를 태웠다. 당시에는 화재경보기도 오작동이 잦다는 이유로 꺼져 있었다. 김종필 당시 국무총리는 청사 소방시설에 대한 일제 점검을 지시했고, 정부는 소방시설과 화재 예방 체제를 전면적으로 재구축했다고 밝힌 바 있다. 하지만 9년 만에 비슷한 화재가 되풀이됐다.
